A smart swat on the butt is what they deserve, if their behaviour warrants it. Unfortunately, now, in our society of "Let go and Let God", and "Easy Does it", this parental neglect is creating monsters without feeling...and worse...without FEAR. We have far to many misbehavin' little shits running around. You can't throw a rock without hitting at least ten of them. Nowadays, Mommie and Daddie are far more concerned with making sure that "little Johnnie" doesn't come away from his childhood with a bitter taste in his mouth that they're just letting him do whatever the fuck he wants instead of disciplining him. A most annoying example of this is the "family unit" that I ran into in the video store a couple of years ago...This "young father's" child was climbing all over the shelves, knocking movies over, bumping into people, and generally being a damn nuisance. The father's "glowing" response to this mayhem was "Do you want a hug? Are you ok? Do you need a hug?". What complete and total bullshit! And people wonder why kids are treating their parents like shit, terrorizing them and walking all over them... 

"Child Protective Services" doesn't help much in these matters either. They seem to be a bunch of rabid bitches bound and determined to ferret out ANY problems that might occur in a family situation, and make sure that NONE of them happen. Even if some of them occur because of natural relational hazards. Half of the problem is that you can't discipline your kid without these facist bulldogs trying to take your child away on counts of "abuse". There's got to be a happy medium... 

I've got it...We'll put a sterility drug into all the water in the US, then if you want to have a child, you have to undergo rigorous emotional and mental testing to insure that you want children for the right reasons (whatever that could be...), the government, on approval of said parental rights, would provide you with a chemical that would reverse the sterility long enough for a couple to procreate, that way we don't have all of these problems with people pumping out babies for welfare checks. Less population problems, everybody's happy, right? Unfortunately, nothing really works in an organized sense. What needs to happen begins in the classroom, at an early age. People need to be taught right from wrong as soon as they're able to grasp this concept. People need to care more about this issue than any other, because our children are our future...and they deserve a chance to grow, learn, and love, just like the rest of us.
